The Home Energy Assistance Program, also known as HEAP, is a program to help households pay their energy bills during the winter months.

HEAP: Home Energy Assistance Program

The HEAP application process runs from November, thru to the Spring of each year.

If you have SSD or are over the age of 60, our staff can process your HEAP application.  For those who do not have SSD and are under 60 years old, you can contact Opportunities for Otsego at 607 433-8000

Those who recieve Temporary Assistance or Food Stamps should contact the Department of Social Services at 607 547-1700

The benefit you can recieve is based on the household size and household income.  Income eligibility guildelines are loacated on the right-hand side of this page.
