The Otsego County Real Property Tax Service was created as a service agency to assist assessors as well as the general public. Otsego County encompasses an area of approximately, 1,013 square miles. Consisting of nearly 37,600 parcels within 24 townships, 9 villages and one city.
This office maintains all tax maps and assessment records. Both tax maps and assessment rolls are constantly updated as new deeds and surveys are recorded with the County Clerk. All information in this office is public information and is available for public inspection.
The maps are designed to provide an inventory of properties for assessors to use for valuation purposes. This information includes property lines, acreage, property dimensions, special districts (school, water, light, etc), highways and streams. The tax maps have all been digitized to allow for computer mapping. This was done to aid the E911 project. These maps are also constantly updated to provide the most current information available to the E911 department.
This office maintains assessment rolls using information provided by the local town assessors, these rolls show a great deal of information including:
- Tax Map number
- Taxpayer name and address
- Assessments and estimated full value
- Exemptions
- Taxable value
- Properly location
- Property class code
Additionally this office provides,
- Maps and related information to other county departments and the Board of
Representatives.
- Coordinate and research exemption questions for the public, assessors and
county departments.
- As mandated by state law, we provide Board of Assessment Review
Training. This allows local problems and conditions to
be addressed while still covering the required course content.
- This office helps taxpayers understand the assessment review process and
the function of the Board of Assessment Review.
- Working closely with the County MIS department we prepare, bind and distribute
assessment rolls, tax rolls and tax bills to all the towns
throughout the county.
- We prepare and sell various products, tax maps, air photos, surveys, wetland
maps, school district maps, other special district maps such
as light districts, water districts, agricultural districts,
etc.
- We also sell full sales reports and various listings to fire departments,
schools and fundraisers.
- We encourage field trips from local schools. We will also go to
schools and service club meetings for presentations to explain
the assessment and mapping process.
- This office participates in the local State College's shadowing
seminars. Affording teachers obtaining continuing
education credits the opportunity to know which skills need to
be stressed in their classrooms.
- We provide to municipalities as well as to taxpayers information on all
aspects of the revaluation process. We help coordinate
services between the contractor, town, state, and taxpayers
throughout the revaluation project. As requested, this office
will assist a municipality in developing a tailored request
for proposal for a revaluation project. During the
revaluation project all taxpayer questions and concerns are
researched. Whether the question lies with the
contractor or the town, the appropriate party will be
contacted so that taxpayer concerns are answered.
- This office maintains a close relationship with the solid waste department
to ensure accurate assessment information for the solid waste
roll.
