IMPACT STATEMENT
The Summer Storm Events of June 26, 27, and 28 2006 were severe and significant in rainfall amounts. The rainfall amounts in the past 48 hour period have exceeded in excess of 5 inches on average across the County. In general all area’s of the County received some level of municipal damage the highest impact areas appear at this hour to be the City of Oneonta, Township of Oneonta and Township of Otego. Otsego County highways in these townships were also significantly impacted.
ACCOUNT OF INCIDENT
June 27, 2006; the storm commenced in the early morning hours and heavy and moderate rain occurred throughout the day. This heavy rain comes after moderate rain in excess of 1 inch to 2 inches received on June 26, 2006. Numerous water problems were reported to municipal highways throughout the morning and a minimal number of residential de-watering details. At around noon time 06/27/06 activity across the County increased which prompted State of Emergency Declaration from first Otsego County at 13:45, Town’s of Oneonta and Otego at 14::15 hours and the City of Oneonta. The storm intensity prevented local and County DPW crews from maintaining streets and highways in safe passable conditions. Heavy rain in the morning hours of June 29th continued to cause extensive damage and flooding
EXTENT OF DAMAGES TO PERSONAL PROPERTY:
General statement: Numerous homes and businesses sustained flooded basements and properties, in excess of (146) one hundred forty six de-watering/flooded condition calls have been responded to and continue at this hour. In most instances in excess of three feet of water was encountered in basements and numerous road inundations by fire service personnel. As of 6/29/2006 numerous pumping details continue throughout the County with heavy flooding still occurring South of Oneonta. Homeowners are encouraged to fully document any damage (including photographs) and contact their insurance company.
SAFETY
The continued safety of our emergency personnel, highway crews, and citizens is our top priority. While roads are open, all unnecessary travel is discouraged. A majority of the roads in Otsego County have experienced various levels of damage. Much of this damage may not be visible from the surface. There are still roadways that are under water. These water levels and road conditions are unknown so all residents are reminded not to drive through standing water.
