HEAP: Home Energy Assistance Program

The 2020-2021 regular HEAP season opened on November 2, 2020 and runs through March 15, 2021.

If you are age 60 or older and do not receive SNAP benefits, our staff can process your HEAP application.

Those who receive Temporary Assistance or SNAP (Food Stamps) should contact the Department of Social Services at (607) 547-1700.

The heating benefit you can receive is based on household size and household income. Income eligibility guidelines can be found at the bottom of this page.

You may apply for HEAP benefits online at www.mybenefits.ny.gov  or obtain a HEAP application by contacting OFA at (607) 547-4232.  An application may be picked up at the office or can be mailed to you.

The following documents will need to accompany your HEAP application when submitted:

  • Proof of Residency (rent receipt/copy of lease, mortgage statement, utility bill, deed, water/sewer bill or tax bill showing physical address)
  • Proof of Income (recent pay stubs or income verification statements reflecting all household income)
  • Proof of Identification for all household members (photo ID, driver's license, birth certificate, school records or passport)

  • Propane
  • Corn
  • Oil
  • Wood / Wood Pellets
