Otsego County is embarking on the development of a Municipal Cooperative Health Benefit Plan under Article 47 of the NYS Legislation. A healthcare consortium allows for public entities to share, in whole, or part, the cost of self-funding employee health benefit plans to municipal cooperations, school districts, and other public employers to stabilize health claim cost by distributing such cost among a larger pool of risks. The Otsego County Healthcare Consortium will lower the financial burden of healthcare for municipal employees, while keeping the costs for Otsego county employees stable. The County is structuring their plan after the Greater Tompkins Healthcare Consortium which has been operational for 10 years.
In 2018, Otsego County applied for and received a Municipal Restructuring Fund with the goal of establishing a healthcare consortium. Initially, seven local municipalities agreed to participate as an interested party. The county released a Request for Qualifications, and hired Orville Boden and Don Barber, two recognizable figures in the development of Tompkins County's consortium, A group of municipal representatives continues to work collaboratively to solidify participants, draft a Municipal Cooperative Agreement (MCA).
