 The mission of Otsego County Department of Social Services is to assist and protect vulnerable individuals in our community by promoting safety, healthy families and enhanced economic stability.

We provide services with compassion, respect, integrity and positive attitudes while encouraging personal responsibility and individual choice. We work collaboratively with community partners to achieve the goals of lifelong safety and self-sufficiency for County residents.

NY STATE EMERGENCY RENTAL ASSISTANCE PROGRAM - OPENS JUNE 1, 2021

What is ERAP?: 
The Emergency Rental Assistance Program (ERAP) is an economic relief program developed to help eligible households residing in New York State address rental and utility arrears at their primary residence accumulated during the COVID-19 crisis. The program will provide significant economic relief to low- and moderate-income tenants and will help landlords obtain rents due.

Approved applicants may receive:
* Up to 12 months of rental arrears payments for rent accrued on or after March 13, 2020.
* Up to 3 months of additional rental assistance if the household is expected to spend 30 percent or more of      their gross monthly income to pay for rent. 
* Up to 12 months of electric or gas utility arrears payments for arrears that have accrued on or after
March 13, 2020.

Payments will be made directly to the landlord/property owner and utility company on behalf of the tenant. Tenants, landlords/property managers and utility companies will be notified of the amounts paid on their behalf. If a landlord is difficult to locate or does not otherwise provide information needed to complete the application after initial outreach efforts, funds will be held for 180 days to allow sufficient time to locate the landlord and collect required information, as well as to provide tenant protections and maximize landlord participation.

Are you at least 18 years old and under age 27?

If you were financially impacted by COVID-19, you may be eligible for cash assistance.
Youth who are in and were in foster care have experienced numerous challenges including:
Housing/homelessness
Transportation issues
Utility expenses
Technology barriers
Child care challenges
Food insecurity
Medical expenses
Loss of employment/reduced hours
Serious illness of youth and family
Financial instability

Awards will be distributed on a first come first serve basis until September 30, 2022 or until exhausted.

Out of care: 18 and up to 27* until September 30, 2021
Out of care: 18 and up to 21 October 1, 2021 - September 30, 2022
In care: 20 and 21 Until September 30, 2021
In care: 20 October 1, 2021 - September 30, 2022

* If you are older than 21 now, do not delay. The last day for you to apply is: September 30, 2021

Home Energy Assistance Program (HEAP) - helps assist low-income households pay the cost of heating their homes.

If you are eligible, you may receive a regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service(s) shut off.

HEAP 2020-2021 SEASON - opens NOVEMBER 2, 2020.
